The Structural Innovation Division is responsible for managing and coordinating the City’s Quality Management System, FL²STAT, which focuses on continual exponential improvement and the delivery of quality services. FL²STAT is comprised of a variety of Citywide plans and initiatives crossing all departments, such as the City’s Vision Plan, Strategic Plan, Annual Commission Priorities, annual budget, process improvement program, performance management program, and annual Community Survey.

The Division focuses on creating a cross-functional culture where departments collaborate to efficiently address key areas for improvement and streamline processes and structure. The Structural Innovation Division is a dedicated resource to all departments in the City to provide training, coordination, guidance, and support.
