The Historic Preservation Board reviewed the proposed resolution to adopt the Sailboat Bend Historic District Architectural Resource Survey Update and the assignment of Contributing and Non-Contributing status on April 5, 2021 and a motion to recommend adoption of the resolution by the City Commission was approved by a vote of 6-1. 

On the May 18, 2021, City Commission Regular Agenda, a resolution to adopt of the findings in the updated architectural resource survey as well as assignment of “Contributing” and “Non-Contributing” status to all properties within the district was approved under Resolution 21-97.

The survey has been conducted by subject matter experts whom meet the Secretary of the Interior’s qualifications for professionals in historic preservation.

Through this survey effort, the basis of the historic significance of the designated historic district remains the same as originally intended (i.e. that the neighborhood is a surviving example of the early community development of Fort Lauderdale). Buildings within the SBHD were evaluated not only as representative of a particular style, but also as they established the overall context as a pioneering, working class neighborhood. These standards were applied in addition to the customary “gauge” where  properties must be at least fifty years old or older in order to begin their evaluation as historic buildings.  Data that was collected in the field through observation of existing conditions, from existing data in the City’s GIS system, and original permits (when available) along with past permits that were analyzed as part of the criteria for evaluation.

Thus, by establishing a threshold for the date of construction and by evaluating the building’s physical condition as well as by applying the contextual significance established for this district, properties were identified as either “Contributing” or “Non-Contributing.”  Those properties meeting the established criteria were classified as “Contributing” (to the character of the district); and those that could not, were classified as “Non-Contributing.”
