The Central City CRA is a 344-acre community redevelopment area established under Chapter 163 Florida Statutes and is generally bounded by NE 13th Street and NE 16th Street on the North, Sunrise Boulevard on the south, Power line Road and I-95 on the west and the Florida East Coast railway on the east. It is the youngest of the City’s three community redevelopment areas that also include the Northwest-Progresso-Flagler Heights Community Redevelopment Area and the Central Beach Community Redevelopment Area.     

The Community Redevelopment Plan was approved for the Central City CRA Area on January 5, 2012, and on April 3, 2012 the City Commission established a Redevelopment Trust Fund for the area with the City of Fort Lauderdale being the only taxing authority levying ad valorem taxes within the redevelopment area that will be required to contribute to the fund, a sum equal to 95% of the incremental increase in ad valorem taxes levied each year by that taxing authority for a period of 30 years. The funds will be used with other identified funding sources to implement the Community Redevelopment Plan for the area. The City Commission acts as the Community Redevelopment Agency Board of Directors.

The Central City Community Redevelopment Area is a community of homeowners, businesses and other concerned property owners and residents who seek to significantly  improve the quality of life in the area, increase property values and redevelop and revitalize properties so it becomes a growing, dynamic, sustainable, desirable and thriving area.

Its redevelopment goals are to remove slum and blight and provide increased redevelopment opportunities in the area, including improving housing stock, streets and infrastructure, improve safety, bring quality jobs and services to the area, and foster the development of new businesses, mixed use and transit oriented development to the area with a focus on the Sunrise Boulevard, NE 13th Street,  NE 4th Avenue and the Florida East Coast Railway Corridors.

Goal

To encourage private participation in the undertaking the preservation, rehabilitation, and redevelopment of the Central City CRA consistent with the outlined community redevelopment program and strategies outlines in the Central City Redevelopment Plan.

CRA Funding

CRA funding is in the form of a 0% interest forgivable loan, forgiven after 5 year of project completion secured by a first mortgage or subordinate mortgage on the property. Projects receiving over $225,000 in CRA assistance will be secured by a forgivable loan forgiven after 7 years to 10 years depending on the level of CRA funding. Other forms of security in lieu of a forgivable mortgage will be considered on a case by case basis.

2. PROPERTY AND BUSINESS IMPROVEMENT PROGRAM (PBIP)
3. STREETSCAPE ENHANCEMENT PROGRAM (SEP)
4. DEVELOPMENT INCENTIVE PROGRAM (DIP)
5. PROPERTY TAX REIMBURSEMENT (PTR)

Focus Area 1: NE 13TH Street within CRA boundaries

Focus Area 2: NE 4TH Avenue within CRA boundaries

Focus Area 3: Sunrise Boulevard within CRA boundaries

Funding Restriction

*  Incentive funds may not be used to directly fund: socially benefiting programs; or inherently religious activity.

*  U.S. Department of Housing and Urban Development Notice CDP 04-10 will be used to  evaluate applications from faith based organizations.

Central City Redevelopment Advisory Board Review

All applications will be reviewed by the Central City Redevelopment Advisory Board for compliance to the Central City Community Redevelopment Plan, and the incentive policies and procedures as approved by the Community Redevelopment Board of Commissioners.

Terms and Obligations

The program award will have ongoing obligations / covenants, which includes, but is not limited to a lien on the applicant’s property. Funding conditions vary per program type, please review incentive program description and application for more details.


Central City Redevelopment Advisory Board

The Central City Redevelopment Advisory Board (CCRAB) is an advisory board established under Ordinance C-12-26 and appointed by the City Commission  for the purpose of reviewing the Central City CRA Community Redevelopment Plan and recommend changes, make recommendations regarding the exercise of the City Commission’s powers as a community redevelopment agency in order to implement the plan and carry out and effectuate the purposes and provisions of the Community Redevelopment Act in the Central City CRA Area, receive input from members of the public interested in the redevelopment of property in the Central CRA Area and report such information to the City Commission sitting as the Community Redevelopment Agency.

The CCRAB consists of members who are residents of, own property in, or are employed in the City.

This advisory board meets on the first Wednesday of the month at 3:30 p.m. This meeting generally occurs in the City Commission Conference Chambers, 8th Floor, City Hall - 100 N Andrews Ave, Fort Lauderdale, 33301, unless otherwise fully and publicly noticed.
