The Community Redevelopment Plan for the Northwest-Progresso-Flagler Heights (NPF) Area was originally approved in 1995 and amended in 2001. The Community Redevelopment Plan: Northwest-Progresso-Flagler Heights Area provides a long-term sustainable development plan that will have a positive impact on the district and improve the lives of the residents of the area as well as attract new visitors and development to the area. The CRA Redevelopment Plan outlines a series of public and private improvements and investments within the district.

The plan also incorporates several funding mechanisms and sources such as bond proceeds, Community Development Block Grant, HOME grants, SHIP funds and CRA Tax Increment Funds (TIF), to redevelop and revitalize the NPF CRA district. In February 2008, the NPF CRA Implementation Plan was created to be the agent for change in the area. This change is proposed to occur by setting eight goals:
In October 2013, the CRA Board of Directors approved the Five-Year Strategic Plan which creates a transparent spending program tied to the objectives of the CRA Redevelopment Plan, over the course of the next five years. The Five-Year Program delineates the policies, programs and investments necessary to achieve the goals and objectives of the CRA Redevelopment Plan. The development of a Five-Year Program for the NPF CRA will create a transparent and simple framework to prioritize our efforts and chart a course for success.
